I think this is a symbiotic relationship - since many of these companies provide employment to free software developers. For example, even though IBM tries to pimp its Websphere thing, it also supports the development of the Eclipse. My personal opinion is that the LUGs provide a meeting ground for meeting like minded people and having good food :D . All the free software advocacy and mentoring happens as a by-product of this. If you think that LUGs should get involved in hawking products of governments/industry, I doubt anyone would even come forward to do it.
