It's only a violation if someone gives you BOSS Linux and does not give you the source. If you have a copy of BOSS Linux, then you are entitled to the source of the GPL portions it contains. If you don't have the binaries you have no entitlement to the source. OTOH if the CDAC page offers binaries for download they're legally obliged to provide you with the sources too if you ask for them.
