No, it is a GPL violation. Obviously the site is distributing the binaries.

Recently a 64-bit derivative distro (Bluewhite64) of Slackware did not
put up the sources on their site... with links to the Slackware site
for that. Later they were forced to put the sources on their site. You
can see the LQ site for discussions on that
