About the Venue: Avoid a govt college please - they have the best facilities, yes, but dont share out much resources.. in all OSScamps at NSIT and IIT, we faced this problem of not getting the wi-fi even when it was promised to us, and the lack of support from the management is very high as well. Students are disinterested, no one is there to manage the logistics on the ground. And the "brand" value these venues have to offer is not as high as perceived.
About the dates - I, personally, favor late september (if it has to be september).
