This is similar to creating a set of boot floppies. Take a look at any of the boot floppies of your favourite distribution. Debian/GNU is a good start as busybox (http://www.busybox.net/) seems to be widely used by other distros as well. If you are more adventureous, look into the distros for embedded linux.
