Hello Jiaorong Li,
Once you created a georef 3D, you have to edit it to specify paramaters.
When initial thing is displayed on your screen, in a map window,
choose from Edit menu in map window, Edit Georeference.
--> The Edit Georeference 3D dialog box appears.
Press the Help button in that dialog box.
To set the area --> specify a larger figure for View Angle (e.g. 110)
To set the vertical scale --> specify a larger figure for Scale Height
(e.g. 3)
