Dear Edison,
We normally have the same problem and the only solution that we have found
is.
1� export dgn to dxf (this dxf file is autocad v14)
2� read the dxf file into Autocad and save it as Autocad version 12 or 13
(which are the autocad versions that ILWIS imports for dxf files)
3� import to ILWIS
This always has worked out for us.
