Dear Mauro,
The on-line help topic "How to import ASCII point data" (or look at:
http://www.itc.nl/ilwis/dev/support/ascpnt.htm) clearly describes to
procedure how to create a point map from ASCII text files.
DBF files can be imported into ILWIS (use import operation). The X and Y
columns should be numeric fields in the DBF file, then they will be
imported as Value columns in ILWIS. Once a table is in ILWIS format, the
TblPnt operation (since ILWIS version 2.2) can be used to create a point
map from the X and Y columns in the table.
