Michael,

    If you have changed nothing and all of a sudden your connect speed 
drops, I would suspect the phone line.  As a test, connect a phone to 
the line your modem uses.  If you press any key on the phone pad and 
hold it down that opens the phone line and allows you to listen to it.  
You should hear absolutely nothing.  If you hear static or other voices 
that is an indication of a poor quality phone line.  If so, contact your 
phone company and complain.
