I may well be wrong, but that's the limit that RoadRunner aka MediaOne/ 
now AT&T gave me in their service offer (way back when), and I'm far 
from being enough of a techie to circumvent their hardware fiats even if 
I wanted/needed to. It's hard enough dealing with their tech support as 
it is ("You use OS X? Oh we don't support that! You use Mail? Oh we 
don't support that! Why can't you be a loyal Microsoft drone? We support 
that!").
More power to those who can show us a way around the hurdles.
