I would agree unless your sister will be doing a lot of travelling. An ISP similar to Earthlink in that it offers local dialups almost anywhere is important if you're out of town. If she's only going to dialup locally, then I'd say yes but be sure to check the access # the ISP gives you with the phone company to make sure it's a Local Local number and not an Intralata charge (i.e., local long distance). Phone companies can be very wierd with this, for example, for my sister, who is 5 miles from me, to call me is a local call, but for me to call her is long distance. I can call Bethlehem, 15 miles away, and it's local again, but Whitehall, 10 minutes away is Intralata.
