I get that all the time too. In my case it seems to be a "canned" system
9.1 message that pops up on my screen whenever my ISP is busy and I can't
get my dial-up connection made during peak usage times, because the ISP's
bank of modems are evidently all busy and none of them "answers". I just
click it off and try again. No ill effects in over a year.

I also sometimes get connected momentarily but then get bumped off with a
similar message saying the "Remote side is not responding correctly....". I
have been given to understand that this is due to connecting with a "bad"
modem at the ISP. At my ISP, these "bad" modems have a built-in re-set
feature so that their modem bank is continually kept up to full operating
capicity. Your dial-up ISP may have some similar configuration etc. that is
giving you the(se) message(s).
