In OE 5 you can just drag a subfolder out from the folder it's in - you have to drag it all the way up to the top, to where it says "folders" at the top of the list of folders, the whole list of folders will be highlighted (in the form of a box appearing around them), then let the folder drop and it will again be on the top level.
