It doesn't always involve perusing your own files.

Before a new pc here on campus had its firewall up and running, a chap (or 
chap-ette) in Italy dumped some files onto the pc. A colleague (same person 
who was able to determine where they had come from) suggested these files 
were being "parked" here b/c they were illegal or illegally obtained.

Essentially, the person in Italy thought they found a place to save the 
files to until they could be retrieved later.
