The application should be located at HD:Applications:Utilities:Installer If it's not, do a Sherlock search on your drive for an application called Installer. If you don't have it on your computer, you won't be able to install .pkg files. And, no, I don't know how to get it back. Perhaps using Pacifist on your OS X Install disc.
