That's one way to do it, but since you are running 9.1 there's one older 
mac fix it trick you can try. Go into your system folder, go into the 
preferences remove the extension manager and control strip preferences. 
Just stick them in a new folder out of the system, or temporarily in the 
trash. Restart Your Mac.

The system will create brand new versions of both preference files. Yur 
problems may go away/ If not you always have the OS re-install to fall 
back on. If everything works trash and delete the old preference files.

A simple thing that can cure many strange software behavior problems.
