Yes, upgrade the memory as much as you can afford (at least 256, I forgot how much you had or wanted originally). Install OS X, shine it up, febreze the keyboard (joke), and give it to her.
Both my parents (relative newbies) have worked in both OS 9 and X. X was much more stable, thus less frustrating and a heck of a lot easier to learn. Now my 'rents are doing things which amaze me after only 6 months.
