Mail.app itself is not responsible for webmail or anything... it's up 
to your ISP. If you have a Mac.com email address, you can always access 
your email by going to http://webmail.mac.com and logging in. If you 
use email provided by your ISP, you'll have to check with them to see 
if webmail is available. EarthLink's is available at 
http://webmail.earthlink.net, Verizon's is also in the same format: 
http://webmail.verizon.net (?)

Check with your ISP to determine if you have Webmail capabilities.
