There's a good reason for that...  the 10.2.3 combo updater will update 
any of the previous non-beta Jaguar releases.  That's the point of the 
combo updater.  Once you've got the Jaguar CD, the OS-X 10.1 
installation (and all of its incremental and associated security 
updates) becomes irrelevant.

Although you'd probably want to do it with at least a 6 GB hard drive, 
you could take an otherwise original Bondi tray-loader running OS 8.5 
-- like it came from the factory -- and install Jaguar on it  in a 
single installation, and one update to 10.2.3.

Your installation should be no more complicated than that.
