tho no one here has mentioned it my isp tells me: "I bet it is a "modem" problem in the sense that the OS X 10.2 modem software is much more sensitive to telephone line noise than the 10.1 software."
maybe this will help others. Currently, in the past 3 days I've succeeded once in connecting to the internet with 10.2.0. maybe i will not be able to connect with my current 10.2 and will have to go back to 10.1.5 just to be able to connect to the internet to download 10.2.3 combo (I think you can go straigt from 10.2 to 10.2.3 now).
