This is standard on OS X.  At least, it's standard on Jaguar
and I think it was in 10.1 also.  Go to preferences and select
"Universal Access".  Then pick the "keyboard" tab and it's up
near the top.  While you're at it you can enable zoom so that
option-apple-plus and option-apple-minus will zoom the whole
screen in and out.  I don't want to do that very often, but
once in a while it is helpful to my aging orbs.  Perhaps I
can put off the evil bifocals a few more years.

On OS 9, you want to use the "Easy Access" control panel.  If
it isn't installed (it wasn't on the 9.2 machine I have at
home), you can get it from Apple.  Just search around a bit
on their web site.  There's another panel you can get to do
the vision zoom thing on OS 9, too, but I haven't tried either
of them.
