Open IE.  Go to preferences.  The second one down the list is "Web Content".
You'll see three boxes of preferences - "Page & Link", "Page Content", and
"Active Content".  Look at the list in Page Content.  Check "Show Frames."
That's it.  Pretty hard to miss...
