With 10.2.3 on a typical 10/100 LAN, you need to be sure you have gone 
in the network preferences control and set the connection to "built in 
ethernet" on all the machines with OS X  and have "ethernet" selected 
in the older machines.  Works fine for us. Remember that with OS X 
machines all you will see is the "public" drop box" folder, not the 
entire hard drive as with 9 and earlier machines.

We have two 10.2.3 machines, and Win 98SE machine, they can all 
communicate. Stuff can be exchanges just fine, by putting it in the 
public drop box folders on the Mac;s or the PC share folder on the 
Wintel box.

Can't help with how to set it for wireless/airport as ours is an old 
fashioned wired network.
