I see you are in Japan.  Nice!
Question, since at least two of us cannot reach your website:
1) are you on a DHCP net? if so, your IP will change most likely each  
time you
      reboot your machine or renew your connection --
2) that is, unless you have a fixed IP.  (I'd love to have one, myself)
3) If you depend on a DHCP address there is a workaround called dynamic  
DNS
      where you register with a provider and a daemon on your machine  
checks
      and updates your IP with the dynamic name server.

That's the route I took and it's free. Minor inconvenience is that  
you're not
able to chose your own domain name and it costs a bit (not much) if you  
do want
to use it.
Glad you found out about Apache. However, as I recall that was a  
trumpeted and
advertised :-)
