As of 6 mos ago or so, all Wacom tablets (including the 99$ graphire 2 - a 4"x5" tablet) come with Painter Classic - a version of painter that is surprisingly adequate and rather powerful - not just black and white, but full color. I think this 99$ investment would be a great one for your son. Double check to see if they still come with painter classic, but I think you should be in tip-top shape. A friend of mine who does Illustration full-time, uses Painter Classic for his work (ironically, using "classic" - he's on OSX.2, and Painter Classic is a 9only app).
