Considering that Win95 was shipped with just about every (non-Mac) computer on Earth in 1996 through 2001, it shouldn't be hard to buy a licensed copy of it. You'll find that they have become rather more affordable. And again, if all you're trying to do is run some vertical market app that runs on Win95, I'd just use that.
