The first thing to try is the force quit menu: command+option+escape. If that works then you can do a restart from either the Apple menu or by using control+eject, which will give you a menu with the option of restart.
e-mac? Used to be control/command/power on my 6500.
Otherwise it's use the main power button to shut down and then restart.
