My apologies for being vague.  I'm using 9 with OE, Mozilla and, only if I
have to, IE

Yes.  I have solved the problem, though.  I had been trying to do this
through OE's preferences but, thanks to Herbert and Jack, it turns out that
it was controlled from within the internet control panel.
