You seem to be asking two different things there. Do you mean you want to change the behaviour when you click on a URL in an email?

Yes. I have solved the problem, though. I had been trying to do this
through OE's preferences but, thanks to Herbert and Jack, it turns out that
it was controlled from within the internet control panel.
