Not even a little. It doesn't matter whether your cable router is on if your computer is shut off. That's like saying someone can drive off with your car even if the engine isn't running.
Now there *have* been cases of people reprogramming cable modems
from the internet side. Qwest ("the Special Help Phone Company")
had some DSL modems that were installed "backwards" so they could
remotely administer them. Unfortunately, so could everyone else....
Maybe that's what the people you were talking with were thinking about.Of course, a home firewall won't help with this, because it will be *inside* the modem.
