Rev A iMav running 10.2.4 happily (and running 10.2.x since it was released.)

After a power outage the machine refuses to boot. I gets to the OS X grey screen with the propeller, spins for a while, the crashes. I get what appear to be two bands of interference across the screen and nothing works.

I can verbose boot and everything is fine until it starts to load the WindowServer.

There are no errors on the disk,

How do you know? (What disk utility, and did it boot the drive while the drive was in the iMac?)

Booting into single user mode and running fsck and booting off the disk in my G4 and running DiskWarrior 3.0 showed no errors.

and the HD will boot my G4 without a problem. I tried to boot off the 10.2 install CDs and I get the same crash.

I can boot and install the <un-named version> CDs, but cannot then boot off the HD.

Don't understand what CDs you are referring to. You've said 10.2 install CD does not work to boot the iMac. So, what "<un-named version> CD" does work for "boot and install".

It's a version I can't tell you the name of...

Could replacing the nvram battery solve this issue?

You didn't say that you have tried to reset PRAM. (Apple/Option P/R/ at start-up.) Did you?

Yes, as well as booting into OF and doing a reset-nvram.

[...] OS 9 _IS_ install on the iMac, but I can't seem to get that machine to try to boot OS 9 (holding down the 9 key during boot does nothing).

AFAIK, on Rev A - D iMacs with dual OSs, the only way to boot in 9 is via the start-up disk setting. (There is no k/b shortcut.)

That's what I thought, but someone insisted that since it was a NWR machine holding 9 would boot OS 9. Of course, they also thought holding option would give the boot screen menu....
