Yes, we who are reading the quote can Google it, but for clarity and courtesy, quotations should be attributed to their author by the person who is quoting them.
Depends. I've found that people tend to read and think about the quote much more if they are not attributed.
Quotes that are not well know, might not be in Bartlett's or google, or those that are often mis-attributed -- those I attribute. Or quotes where the attribution is part of the reason I chose the quote:

other times I would prefer that people read the quote on its own without necessarily pigeon-holing it:

I think those quotes all work better without anyone automatically associating them with a particular musician or poet.
