Mail does not do newsgroups.
Entourage does, but it doesn't come with "standard Mac OS X configuration."
I use and recommend MT-Newswatcher, but there are literally over a dozen other options, including newsreaders built into Mozilla/Netscape, offline newsreaders, UNIX-based ones like pine, and extremely graphical ones like Hogwasher. Check out http://www.newsreaders.com for more.
