I think you have misunderstood the basic definition of the words emulate and simulate, but I have had this discussion 1001 times and I ain't gonna have it 1002 times...

Well, if we want to be technical, an "emulator" uses hardware support, while a "simulator" does everything in software. Most of the "emulators," like Virtual PC or VMWare (on 386 platforms), are really simulators, though they pull some pretty cool tricks to achieve the speed they do.
As for programs that simulate a Mac, I would be suprised if there are any that work well, though I used one long ago on a Sun that pretty reliably ran os 8.something, well enough to run Blobbo (albiet rather slowly). Here's a link that discusses several emulators (yes, they call them that) that run 680x0 code (which I guess means OS 8?) on various platforms:
