Sorry about the lateness of this reply.
Your Rev B iMac will work with PC66, PC100 or PC133 sodimms, but not just any sodimms. Usually PC100 and PC133 sodimms are too dense for the iMac to recognize all the ram. That is the reason why iBook ram is/was usually less expensive than iMac ram.
It makes no difference if the ram is in the upper or lower slot. It will read the same. Try removing your 64 and putting the 128 in the top. If it is still recognized as 64 (as I expect it will), the sodimm is too dense. I have a half dozen PC100 and PC133 256mb sodimms that all register as 128mb.
I got tired of swapping ram and just upgraded to an eMac.
