I'm almost 99% sure it's a duff CD. Can you copy the files to your hard drive? If that fails it is definitely a duff CD.
TIFF and JPEG formats can stand a lot of damage. I have had corruot JPEGs that were fine at the top and all screwed up at the bottom so it's possible to have them work as long as the header (first few bytes of the file) is still in tact. This sounds to me like the data coming off the CD is garbled or badly damaged.
Make sure the media is of a good quality, you are not trying to burn the CD faster than the design speed of the media (I tend to go a little slower for safety unless it's getting on to be a full CD). Also make sure you are not suffering any buffer under-runs (this usually causes an abort in the CD burner software but you never can be too sure) or that the CD drive is 'Burn-Proof' or whatever.
