I'd like to hear the answer to this, having a similar problem. Since I
started using OS X, I've added and over time deleted several email
accounts. If you go to the preference pane they are gone. If I restart
my computer, then attempt to send an email (using Mail), one of the
deleted accounts has been selected for outgoing. I get a choice of
accounts to use in a scroll box, all the ones I deleted plus my "real"
account.

I cant' help with the Internet Connect problem, but I *can* help with the email problem.


Sadly, Mail provides no easy way to remove "old" or "bad" SMTP accounts ...

... EXCEPT via an Applescript that is already present on your hard drive.

Do a search for "Manage SMTP Servers" or just "SMTP" and you'll find it in the Library -> Scripts -> Mail Scripts folder. Run it and all will be well.
