I've been able to get a solution sort of. The key seems to lie in something called "disk image" and a related icon which shows up on the desktop of the eMac in Disk Utility. The disk image can't be accessed by the iMac, but the icon's contents (the icon looks like an external drive) show up okay.
The only quibble now is that , despite saving files as AppleWorks 5, the secretary's machine needs to use MacLink Plus to open them. AppleWorks 5, which is installed on her iMac, can't see them.
I don't have Toast, but in rummaging through the office, came across a prisitine copy of Dantz Retrospect Express 4.1, still in its package. I'm thinking of springing for an upgrade.
Is this a worthwhile expenditure? It's about $56 bucks US, according to their website.

Just checking - they're not CD-RWs, are they? Trayloaders can't read those.

No, it shouldn't be. Ages since I used 8.6, though - IIRC there were separate extensions for High Sierra and ISO 9660 formats. You might check that those extensions are enabled.
CD's being burned for the machine that can't read them are being burned in "Mac OS Extended"; i.e., HFS+
If they are burned in "Mac OS Standard" (HFS) the Mac running 8.6 should be able to read them.
If you are using Toast 5, as I am, this info is in the help file under "Making Data CD's" or some such.
