My sister uses Contribute 2 for her school home page that she updates at
least once per week with lesson plans etc. (She is a Chemistry teacher at a
Senior High School) and she enjoys it tremendously, as she doesn't have to
dig into Dreamweavers - for her - strange world, just to fix a thing here
and there. 

She bought a site and has it hosted externally, but could probably have
chosen the two other solutions(.Mac, which she bought just to get Contribute
- she liked it that much), or a home hosting solution.

Your plan seems very viable to me, but instead of building your site with
Dreamweaver, I would just say tweak. I think I helped my sister once or
twice since she got contribute, which is a lot less than helping her every
week like before when she only had Dreamweaver. The templates that you get
and that you can download for free, if you have dotmac, are great for
setting up really good looking sites.
