perhaps some of you know...

Why can't anti-spam workers simply forget trying to chase down the
forged headers and find the URL that spammers always list, which offers
a real hit, and shut down that site?

1. Because very often, the spammer OWNS the hosting service that hosts the URL.
2. Even if he doesn't, many ISPs are reluctant to shut down PAYING customers.
3. Freedom of speech issues, legal issues, jurisdiction issues.
