FWIW, I can never connect to anything running OS9, 8 or 7 from an X
machine. I can connect up, but not down.

Neither can I. I think 10.3 ceased support for Legacy File Sharing.

If you can connect up from OS 7 and 8 I'd like to know how you do it. I
have 3 legacy machines I use regularly, 2 run 8.1 (840av and a 7100/80)
and one runs 7.1 (IIci). I upgraded the IIci to the OT/Appleshare
version from 8.1 so they are essentilly all the same. I can only
connect as 'Guest' on any of them because my OS X passwords are longer
than 8 chars. In previous OS X versions (10.0, .1 and .2) i was able to
get away with just the first 8 chars of my OS X password but in 10.3 it
seems it no longer accepts that. 9.1 seems fine and can handle long
passwords.

Any ideas?

A couple of thoughts - Have you created users for each of the machines you're trying to connect with?
In Panther, AppleTalk is also turned on in the Directory Access (Utilities) rather than just in the Network pref pane. However, that doesn't seem to matter for me since the only way I can see the X machines is via TCP/IP. I have the Remote Access Client 3.7 on my SE/30 (7.5.5) and 3.8 on the PB520c (7.6.1), both downloaded from Apple's older software list page. That allows me to get into the user folder I created for each machine on the host. I have short passwords, since my network is just my machines here at home. I didn't know there was an eight-character limitation.
You might also try Sharepoints, I have my documents folder from a separate partition shared with all the users too.

All in all, I don't think file sharing/networking is as easy in Panther as it once was, but I think their efforts are going to support OSX rather than integrating any legacy OS.
