The what happened is easier to answer since you are getting the above alert. You probably did not update the firmware on the iMac before attempting to install 10.3? You have to update the firmware for compatibility with Panther. (I think you want 4.1.9, but it's well detailed with download links on Apple's tech support pages.) You run the firmware update from OS 9, then you can restart and run the OS X installation.
If you have OS 9 install CD's and it will boot from a CD, then doing a clean install of OS9 is probably the way to go. Once you are up and running again in OS 9, you can download the firmware, do the update, then install Panther.
