Hi out there!
I'm sitting in good ole Denmark (Europe, in case you don't know:-), and may have a 
solution:

Yes, the junk mailers do get smarter each day, but still, I manage to get mail to sort 
out the worst.
(I am running 10.2.8 on an iMac400Mhz/G3)
I suggest you try to simply delete ALL rules, and set Mail to learning for a day or 
three.
After that, simply put it to Special mode. Make sure your junk filter is set to 
recognize junk
(from the drop-down menu in rules) and also specify sender as not being in your 
address-book.Both needed to make it work correctly.
-But they are tied up into 1(one) junk-rule depending of each other being present.
Make sure, that the rule is active, and you should be up and running.
At least, that's what I have done, and it works fine by me.
If you wish, you could list the rules you have in your Mail-prefs, and let me have a 
look at them?
The tricky part about rules is that some may interact - you have to use very firm 
logic, when constructing more than one rule.
