I'm running 9.1 and the latest version of IE and I do occasionally get that message on PayPal's site. The funny thing is, the message doesn't seem to DO anything, the site works just fine for me every time, even when I get that message. I'd have your friend upgrade to at least OS 9.1 if not 9.2.2 and make sure they have the latest version of Internet Explorer.
