Phil,
These things certainly can be very annoying....while I can't offer a solution, perhaps I can offer a work around.....
disable your clock by going to System Preferences and unchecking Show Date and time when you are in the Clock Menu.
Then download and install either iClock or wClock.....both offer some nice features...calendars, etc.....
It might be interesting to see if these third party offerings have the same problems......
If nothing else is acting up, you might just have to live with this ......it could be much worse......
