Depends on what you want to do. For Classic, it does not matter. In either case, you can use Extension Manager to create a slim version of your extension set to speed startup of Classic and to reduce software conflicts. If you are going to routinely start up in OS 9 and spend a good deal of time there, you will find that OS 9 applications will perform and behave better than in Classic. And you would have better control over your peripheral devices. In that case, I would recommend a separate partition. You can have multiple copies of OS 9; one on its own partition, and another on the OS X partition for Classic.
Can you actually boot from 9 if they are on the same partition?
Yes, and it is best if there is a full set of extensions there for all your OS 9/8/7 applications. You just switch your extension set between the standard "My Settings" or whatever your full set is, and your Classic QuickStart set.
