I feel a bit silly asking this, but is it necessary to rebuild the desktop
on OS X as is done on OS 9 ?
My OS X manual doesn't even have this included as a topic.

no, you don't either need or can rebuild the desktop on OS X.
The nearest to that thing is repairing permissions and updating the prebinding (the latter thing does exactly what rebuilding the desktop used to do on OS 9, it matches files to their applications).
As you probably know, you can repair permissions from Disk Utility and there are various programs that do the prebinding thing (Xupport, Cocktail, etc.). You can get them at the usual place for such things, versiontracker.com.
Unless you install a lot of shareware programs, you shouldn't need to worry about prebinding. It's always a good idea to repair permissions before and after major OS updates.
Other than that, Panther does a lot of housekeeping at startup. And you may wish to run the cron tab tasks yourself using again programs such as the two I mentioned or freeware like Onyx and MacJanitor. The good thing about Xupport and Cocktail is that they allow you to set a date at which they run all tasks (including prebinding etc.) and then shut down the computer, so you could set one of these programs to run all the maintenance the first Sunday each month at 11.00pm or something.
