David Pogue in his Missing Manual for Panther discusses both of these. A search at Apple's web site for "fsck" just now returned 24 results. Got 44 hits on "repair permissions."

Pogue says that with Panther's journaling turned on by default, running fsck should never be required; but he then goes through the process for troubleshooting purposes. Pogue also says that repair permissions is the first thing to do if a single program starts acting up, such as if it does not open, a menulet does not open, or when a desktop picture does not change when you change it in System Preferences. Running repair permissions is also one of his tips after running any kind of installer.

I am also an AOL user.  I tried to tell a few fellow Mac users there
that running fsck and repairing permissions is a good idea before
performing an OS update.  They didn't believe me.  I tried to find some
articles on the matter and was at a loss.  Does anybody have any links
to information to support this?
It's sort of sad that there are so many people who resist following a
few simple precautions before doing an update.
