One CAN allocate more RAM to the Finder in OS 9,
How? Just did Get Info on the Finder, and General Information is the only option.
This is intentionally made difficult because it's only necessary under two specific conditions:
1) You're accessing a large number (16+) of network-shared volumes simultaneously AND the involved directories are large (hundreds of files each).
2) You're using a crapola printer driver that steals memory from the Finder instead of getting it from the system directly. eg: Old old deskwriter drivers.
That being said... To increase the Finder's memory partition: 1. Make a copy of the Finder onto your desktop. 2. Change the copy's type code to be 'APPL' (a real application). 3. Change it's memory size via Get Info. 4. Revert the file's type code back to 'FNDR'. 5. Drag the real Finder out of the System Folder. 6. Put your modified Finder into the System Folder. 7. Reboot.
Of course, if you screw up, you'd best have a bootable CD around, etc.
