For playing your music, iTunes 2 works great on OS 9. It has a Radio 
Tuner section for listening to internet radio which I like more than 
downloading. You can make a playlist of radio favorites, and with the 
Advanced/Open Stream command you can listen to any radio stream that has 
a playlist (.pls) url.

Without high speed internet access, neither downloading or streaming are 
practical. For downloading, LimeWire is klunky but it works; iSwipe and 
Myster are more obscure p2p apps and  had OS 9 versions last time I 
checked. You can probably find music files with the Hotline client. The 
BitTorrent site says there is a way to run it under OS 9 but I don't know 
anyone who has tried that.

AFAIK the internet radio streams are perfectly legal. If you distribute a 
copyrighted work without permission, you are infringing on someone's 
copyright.
